Early-game

Look for reservoirs using Explore Land

Deploy oil wells on resevoirs.

It's good to deploy a normal well on a medium or big reservoir in the first year.

Play the democracy mini-game* to gain access to the secret room.

Take on operations in the secret room.
Mid-Game

Eventually, you will reach peak oil in Texas and need to seek for oil from other regions.

You can explore Iraq, Venezuela, Nigeria and Alaska, slowly incorperate oil from each area to your empire. Drawing oil from these areas will have negative impacts.

Iraq: after you take Iraq, you will constantly be under attack, so hire mercenaries to defend your oil well.

Nigeria: Nigeria presents a new menu of options. You can have the Nigerian government raid the Ogoni village, bribe them to ignore polution caused by the oil wells, and eventually, have armed forces defend the wells from Ogoni activists.

Oil prices will fluxuate, enviromentalists and demonstrators will gather outside the White House, people will start to work on alternative fuels.
Late-Game

Oil prices will rise substantually as you try to reach the demand.

Oil reservoirs will start to run out
End-Game 1 (Fired)

You don't supply enough oil to keep up with the demand, the shareholders become disatified.

End-Game 2 (Mutually Assured Destruction)

Failure to transition to a post-carbon society.

Price of oil is too high for too long, leads to global nuclear destruction
End-Game 3 (Retirement)

Successful transition to post-carbon society; an oiligarchy is no longer needed
